Evinrude Golden Jubilee 1959 10018 10HP 2-Stroke ~ Not Running Right!

Hello, I have this 59' evinrude that is not running right, the top cylinder is not firing all the time, it cuts in and out but is mostly just a sputtter every now and then but sometimes it will kick in and work for a short time. The wires look new, the plugs have been replaced, I have tried unplugging the top cylinder and the motor runs smooth on just one lower cylinder, motor will not run on the top cylinder when I tried just that one. My tool to test compression does not work quite right but it looked like both had similar compression when I did check them, and the motor looks very nice and clean inside with no cracks or dings or leaking to be found. One thing I have noticed is there is some gray sludge looking water/gas mix dripping out of the exhaust on the bottom of the motor after running it, and seemed to be running down the edge of the wall in the mid section of the exhaust coming from above.

I know nothing about repairing these motors, I may bring it in, or sell it as is and get a different one, but this thing looks like it would be a beauty if i could just get this top cylinder to fire consistently. I will post link to video of it running, towards the end is when the 2nd cylinder really starts kicking it which is pretty rare it took me a while to get it on video. Any help is much appreciated, remember if your telling me to check something you must be specific I do not know all the parts/terminology of any engines, especially these. Thanks in advance!
