Evinrude Engine troubles

I have a late60's Evinrude engine (45Hp), the problem I’ am having is that I cannot get anytop speed out of it. The engine starts every time you turn the key, but it revshigh when in neutral and when I give it full throttle it barely goes over 10mph. I had a marine shop rebuild my carburetor and it still runs likecrap. Do any of you guys know what the problem could be?

Do a cylinder drop test on it to see if it's running on both cylinders.
