Evinrude E175FTLECS (1998) intermittent starter

Hi, I am having intermittent starter issues where you turn the key and nothing happens, then you turn the key a few more times and the starter engages. I have noticed that when it is not starting the lights on the RPM gage are not coming on and when the starter does work its after those lights come on. I have replaced the ignition switch recently (OEM) and the battery last year and always charge before using. I was hoping its something simple that I am missing. I always clean the battery cables and terminals at the beginning of the season. Help
