Evinrude BE60TLEDP Steering too hard.

I have two engines Evinrude 60 HP, one has this tight steering problem.
I don't have a service manual ( have already ordered one though, I guess it would take time for it to reach me...in Dar es salaam, Tanzania)

How do I go about it..I tried to remove the lower case or the transmission but it doesn't buldge..
Is it that I am over looking something?

Any help would be really appreciated.

Explain this again.----------------You have the steering cable disconnected and the motor still will not turn easily ???-------------Why are you trying to remove the lower case ???
