Evinrude barn find running issue

Have a barn find brand new Evinrude 28 special. Electric start. starts fine and runs fine at idle. Can rev up well in neutral. Put in gear and will run at idle. Start throttling up and it stalls. Did this 10 times in a row.

Thoughts on remedy?

Tune up.and a carb cleaning

And don't rev it up in neutral.
