"I don't know much about motors but I'll do my best to describe my problem. I have a 1996 9.9, E10REDD that I have been the sole owner of. My "throttle plate"? has been going out of position and sticking all the way clockwise. It's going around 80 degrees past it's normal stopping point and I have to free it up with a screwdriver. I've also noticed that when I twist the throttle it no longer goes back to the low rpm position as I seem to remember it used to. Once up to full rpm I can take my hand off the throttle and it's stays in that position. It would seem to me that there should be some type of spring that puts the throttle back to the low position when you take your hand off it but I can't seem to find any. I would greatly appreciate any help with this problem."
