Evinrude 99 1986 hard to set it

i recently bought an evinrude

i recently bought an evinrude 9.9 and couldnt start.it just started just a litlle and had to play with choke and gas.i took the carb apart i gave it a new kit changed new spark plugs new fuel and 50:i mixed with oil.now its starting up but with a lot of smoke and when i give it gas down its not accelerating and its like stalling with alot of fuel. but the smoke is too much and the water tank i started it in there some oil floating.and another thing i changed the water pump on and checked thermostat and still there is not alot of water coming from pee hole and alot of water coming from the bottom hole of it. is it normal.thanks very much

"I'm not a mechanic but the oil you see in the water tank can very well be from unburned gas that exits through your exhaust (otherwise its your lower unit leaking). It's possible that the new plugs you put in aren't at the proper gap-even if you got them from a dealer, I've had problems from improper gap settings causing motors to stall even after they were adjusted by a licensed dealer. The motor then stalls with excess unburned fuel. It took me forever to figure out that the official Evinrude gap for my 3.3 hp was too big and was the cause of my problem. Try to get the official gap sizes for your motor and if that doesn't work I would make them a little smaller then a little more. Check to see if that helps."
