Evinrude 9.9 limp mode or cdi problem?

So if you check my other thread you can see the problems I was having with my 9.9 but I was able to get it running to the point were the speed of the boat was acceptable, so I delt with it. I still was not getting full throttle performance, but it was ok after I installed a hydrofoil. well today I took the boat out and as I left the dock and got out of the no wake zone I floored it, took off great and got up on a plane and then my water pump buzzer started to sound (has done this before). it is obviously pumping water just fine as there is a steady stream coming from the motor. about 10 seconds into the buzzer ringing the engine seemed to go into a limp mode and it dropped the rpm off by itself and went down to about half throttle (without any movement of the throttle lever) . It ran this way for the rest of the day, could this be a CDI problem? I also have problems keeping the motor idling after I shut it off and try to restart it when its warm. any help is appreciated, Im getting pretty fed up with this thing.

motor is a 1996 evinrude 9.9 with a 15 hp carb
 
Things you can try if you want to.--------Take a compression test first.-----Then check to see if there is spark that will jump a gap of 7/16" on both.----Then run with a timing light hooked up and see how spark behaves when motor acts up.-----Might not hurt to inspect the thermostat either.

Did all three of those before and it passed each one no problem. Ill have to see if I can borrow a timing light.
 
Have you looked into crankcase compression problems ?--------Possibly a reed valve or lower crankshaft seal.-------Only by doing some systematic trouble shooting can you find the problem.------Rebuilt one of those engines last winter and found that a piece had broken off a piston skirt.--That piece jammed between the rod and the block and popped a hole in the block.-----New piston and some welding, an easy fix it was.
