Evinrude 9.9 issues

I have recently purchased an old Jon boat that came with an evinrude 9.9 I can get it to start for a few seconds by alternating manipulating the choke manually and the throttle. I’m seeing 3 issues that may be causing the issue. I should also say that it is obvious someone has been messing around with the engine.
Issue 1 the choke is not engaging when pulled all the way out. The butterfly is completely open. maybe an orientation issue or a part missing.

Issue 2 the adjustment screw on the carburetor that touches the bracket under the flywheel is adjusted all the way out but was still not touching the throttle bracket. I adjusted the throttle out to make it touch but it reduced the amount of throttle I have

Issue 3 the throttle had about an inch of movement prior to the adjustment and now only moves about a half inch. Both of which seemed like an issue. I can also feel a little binding going on.

I have photos that I have taken on my phone however when trying to attach the file it says the file is too large

Any help would be greatly appreciated

It can be done right from this site. See the little button at the bottom of where you type, the one that says ATTACH FILES?

When you click on it, you get the option to chose a file from “photo library”, or take a photo.

Once you chose one from the library that is already on your phone, (it will open your entire library), select the one you want. Now, before you do anything else, look at the bottom left corner- it will say OPTIONS.

Choose that & you get choices of LARGE, MED, SMALL. Try one, it will give the new size that will be attached. If it’s less than 1Mb, say 294Kb, then select DONE, then ADD, up at the top right.

NOTE: I’ve found, when using an iPad, the above mentioned “OPTIONS” was replaced in the last IOS update. it’s now two little slide buttons, in the bottom right. Tap that & you will get the window to select size.
Otherwise, use any of the free photo apps, (infranview) , & resize them.
 
The choke knob has a slot in it. The tab that works the choke butterfly must be in that slot. It’s possible the knob is upside down, IIRC, if it’s wrong, the choke won’t have full travel.
For your other adjustments, I suggest an OEM service manual is your friend. It’s to hard to type those directions here.

Old 9.9 Evinrudes are pretty tough little motors, but when they start acting up it's often something simple in the fuel system. I’d double-check the fuel line, primer bulb, and make sure the carb isn’t partially clogged. Even small debris can cause weird running issues at certain RPMs. Also random tip: when I’m out on the boat I try to keep things simple, even controlling my TV back at the cabin with this remote app: remote control for tv — surprisingly handy after a long day on the water.
