Evinrude 9.9 E10RCO Lower Unit Problem

I got the new water pump installed and put the lower unit in a tub of water to see if it's pumping water before reinstalling it to the motor. When I filled the water above the cavitation line and the water intake holes there was water coming up the gear housing. Is it normal to have water in there? If not, what do I need to do?

I would say that is very NORMAL.---And if you are test running in a bucket the water must 6 or 8" above the impeller.

Without exhaust coming out the prop, you might notice pumping will begin with water level a little closer to the pump....say an inch or 2 above the pump. But beware, once exhaust is added to your bucket you will want to adhere to the 6 to 8" rule.
