Evinrude 9.9 1985 knob adjustment settings?

Whats my best set for the single black adjustment knob. It usually ran in the past best midrange...
since the carb was rebuilt it seems to be running too rich. Getting lots of oil in the water now.
Should I back it off some?

Turn the low speed mixture needle in gently till it seats , then turn it out 1-1/2 turns and adjust from there.---------You turn it in untill the motor starts to complain then turn it out for smoothest running.--------------The thermostat is installed and working properly??

Sounds good. Is the black knob on the outside face the low speed mixer?

The black knob on the front is the mixture adjustment.-Adjustment range is limited by stops.-It can be pulled out and reset if you come to the stop.Normally you need to make minor adjustments based on local atmospheric conditions and fuel quality.------------The knob on the side is to control your minimum idle speed.
