I purchased a 1970 9.5 for use on a 12.5 boston whaler clone. The boat is in great shape, and not saturated with water hull weighs approx. 225lbs. Before the motor was ever mounted on the boat I replaced the points and condensors, rebuilt the carb, fuel pump, and waterpump. Motor runs great, but will not push the boat with minimum load; Max speed about 6mph. Water seems turbulent behind boat. The cavitation plate is sitting about 1" below transom all trim positions have been tried. I do not feel that I should be underpowered. I have never owned a 9.5 but have a lot of experience with the later 9.9 and I am sure that I would be on plane with two men in this rig. I'm lost any ideas?
 
I have no experience with the dole fins such as the se sport. Is there a chance one of these products could help or are they just a gimmick?
 
Find a shop that has a test prop for that motor.----If it test good then there may be something wrong with the boat.
 
My Lowe 16 foot Aluminum V hull is 4'wide 15" short shaft motor setup. Loads of plywood floors & lockers added 50 lbs of gear 12 gallon fuel tank. Me 205 #. Evenrude 9.9 hp 1999 ( really a 15 hp choked down ) It planes O K. High speed tugboat with another guy 200 + pounds.

Those wide mouth Whalers do eat power to climb out onto a full plane. Then they spread the weight out nicely & pick up speed.
I think your 9.5 hp is not a big cubic inch model. If your can rev up before planing. You need more prop diameter & or PITCH to develope PUSH to get climb up onto plane. WOT at a dead stop is wasted usable power.
