Evinrude 9.5 starting problem

I have a 1971 9.5. I can only get it to start with a shot of starting fluid in the carb. It runs great once it starts. I don't want to make a habit of using starting fluid on a 2-stroke motor. I was going to take the carb off, clean it, set the float level and see if it makes a difference. Or just order a rebuild kit. Any ideas what the problem might be?
 
Check to see if you have " strong " spark--------------We mean forcing the coils to jump a gap of 1/4" or more with a snap that you can hear.-----------------This era of OMC motors is famous for weak spark due to cracked ignition coils ( both of them )-------Well worth checking this out.--------I usually get comments of " I have never seen a spark checker like that , did you make it yourself "-------------Trouble shooting is the only way to go.
