Evinrude 8HP - one issue remaining that has me beat ?

I have a Evinrude E8SRLECA98, it is a Yacht long shaft that powers my small yacht. 2 stroke, two cylinder 1998 edition, little used, looks like a new motor.

I recently obtained it with the vessel & I have fixed a number of issues. However the last issue is the most problematic for me and I can not find the cause.

The motor starts easily, but runs rough, like it was running only on one cylinder. It does this at all revs though it is worse when the throttle is twisted.

I have pulled the plugs out & replaced them with spares, just in case. Then I checked there was a spark at each plug when the motor is turned over, plenty of nice bright blue spark (& it gave me a good shock when I grabbed the wrong area of the motor in the process). Then I tested the compression and both cyclinders are of equal compression.

I hope that has ruled out a single cyclinder as the cause ?

The only other things I can think of is the carby/fuel or the timing of the spark ?

Where should I look next ?

Does the primer bulb go hard before starting the motor ?------Also could be a reed valve problem.------Could be dirt in the carburetor ( carby in Australia ) if that is where you are.----Sheared flywheel key will throw out the timing.

Yes, there is ethanol in the fuel, about 10%

Seafoam, never heard of it but will google it up to find out more.

Primer bulb does go hard.

Oh, another piece of information. The motor when I bought it was using 25:1 fuel mix, this is because it was so little used that it was still in the run in mode. The engine after purchase a decade and a half ago was not used until November 2012. Since then it was only used a few times as the new owner (grandson of the original owner) mostly sailed on and off the mooring.

Leeroysramblings is a great site, read some and found heaps more to digest.
 
I had a look for seafoam, it was not available locally (small town). But Subaru have a aerosol that is suppose to do the same job. It is sprayed into the carby while running. I have a can of that to try, if it does not work on the outboard, then no loss as I have a Subaru Forester in any case.

Cylinder compression reads 105, in both ? (both plugs out, wife pulling starter cord while I hold compression gague against the plug opening).
 
Here is what I have just done:

Stripped the carby, blew out all the passages and jets, it was so clean ! This motor really has not been used.

Before removing the carby I drained the float bowl into a clean jar, just clean fuel and no particulates or sludge.

The black air baffle in front of the carby had a lot of oil in the bottom when I took it off ?

I tested the spark as suggested, very good spark even over 1/2 inch away.

I had the motor running & alternatly removed one plug lead at a time, both of them slowed the motor equally.

Oh well, at least the list is getting shorter :)

The cowl was off each time I ran the motor. I like to look at what is happening under the bonnet !

I did not try it witht eh silencer off though. Tomorrow that is on the list.

What about spark timing, is that adjustable on these engines ?
