Evinrude 70hp hard to start

I fully rebuilt my '77 70hp evinrude 2 years ago new pistons rings, carb kits including needles & seats. The motor floods if I tilt it and drive to the ramp. First turn of the key it nearly starts without choke, if I am quick I then push choke in for a few seconds. If I miss this the engine has flooded and it is a hard to start. I set the float levels per Joe Reeves just above horizontal with carb inverted. With the engine running on muffs when I tilt it it begins to big down and have to incresase revs. Any ideas cos it runs well on the water when warm, thanks
 
this problem has had 38 views and no takers....i think thats because we dont really understand the problem from your description....is the motor flooding when tilted or is it starving for gas?...has the motor done this for the 2 years since you put the carb kits in or did it run ok and the problem just started?.....how often has the motor been run?....has it been in winter storage?....
 
I think that it is not starving since primer bulb is hard and I ca smell petrol. It definitely happens after the engine has been fully tilted to take it ten minutes to the ramp. I cannot remember if it did it before rebuild. Next week I will try tilting the motor when cold for a while then try to start. Things I thought of we're float level too high and pickup timing out. I will re-post next week after checking timing - link & sync

Run carburetors dry when done boating --------------Then when motor is in the water next time you fill the carburetors with fuel using the manual pump ( aka primer bulb )------Then start the motor.
 
Guys thanks for your tips. The problem has been solved by link & sync in particular setting th initial pick up timing. The book say tdc but it was way out at around 6 degrees btdc. So on with the warm up lever on max and trying to start it was around 8/10 BTDC.
So now it is set to TDC and throttle position at start it fired first time
