Evinrude 50 power loss

I bought a 2000 Evenrude 50 4

I bought a 2000 Evenrude 50 4 stroke on a 16' Crestliner last summer. Motor starts and runs fine but doesn't have the power I expected.

I can't get it to rev in neutral - just jerks like it's getting no gas. In gear it is smooth but I can only get the boat up to about 25 mph maxing out at 5200rpm (manual says max = 6500).

I changed the plugs but no difference.

1. Is this performance all that I should expect?
2. What is the jerking in neutral?

Any comments would be appreciated.
