Evinrude 40 hp manual tilt

I've got a 95 40 hp Evinrude with manual tilt stuck in the down position.
In this position I can't get at any of the hydraulics. Any suggestions to get unstuck or in up position to work the hydraulic problem?
 
Depending on memory, it seems to me that the hydraulic portion of that system is simply a tilt assist setup, and that a mechanical reverse lock exists to grab hold of a reverse lock rod.

If so, remove the reverse lock rod...... or use a screwdriver or some such object to pry up the grab/lock lever off the lock rod.
 
I have a 1993 40 HP evinrude outboard, apparent it is not a servicable part, and a new one is about $1,000, does anyone know if there is a universal tilt kit on the market for a replacement, because I am not willing to spend a grand on a tilt cylinder, for a motor this is 30 years old, so if anyone knows of a replacement tilt assembly that I could use to replace this one, maybe there is a universal replacement, but I personally don't know of one, I mean the motor runs good, so I don't want to scrap it because of this, anyone have any ideas, or suggestions, I really don't want to secure the outboard in a vertical position, that can cause some real problems! Hope to get a solution?
