Evinrude 35 hp 1977 Starter Problem

Hi All
I have a problem with my outboard which I bought with a boat/trailer about a year ago. I have been giving it a refurb for the past 10 months, and am a mechanic of 24+ years but am having a problem with the starter circuit. When I bought the boat the harness under the cowl was dust. I bought a new harness from boats.net and the engine fired up. When I went to restart there was no life at all.
All of the wiring is brand new as is the deep cycle marine battery, new genuine solenoid fitted, new genuine ignition switch and choke switch, even new terminal block fitted. Engine fired first hit of the key. Went to restart engine dead. Have power to the small switched solenoid wires and to the battery feed side of the solenoid. Fitted another genuine solenoid - same deal, am I missing something? When started engine runs absolutely sweet.

Engine is a 1977 Evinrude 35hp 35257C

Any help anyone can give would be greatly appreciated as this is costing time and money.
 
One is from neutral switch and one is ignition, there is no ground and none according to the genuine manual wiring diagram.
 
One small wire from solenoid goes to ground somehow and YOU should check that !---------Perhaps the nuetral switch is not grounding in nuetral.

I dont want to/or would bypass this. Is the ground going from the neutral switch? I cant see anywhere else this would ground.
 
The safety switch in not under / near the flywheel.--------It is mounted on the side of the block where the shift interlock arm is.-----------Not operated by throttle mechanism.
