Evinrude 33 hp skitwin 1965

Hi I have just bought a evinrude 33 skitwin 1965 outboard in excellent condition.
We took it for the first run yesterday and found that it had no power .
Not enough to plain anyway.
Can anybody help with any info as we did not get any manual.
The previous owner apparently used to ski with this motor!
I hope it is only a setting or something.
