I cannot seem to get the screw

I cannot seem to get the screw out of the housing on top of the cover. Is there a trick to it? It seems the spring is broken and I am unable to access it. Thanks for your help

"Use a hand held impact screwdriver and a good size hammer. The impact screwdriver can be found just about anywhere.... Sears, K-Mart, Wal*Mart, auto part stores, etc.

Reinstall that screw with the same impact screwdriver."
