Evinrude 25 horse from 1981 gear selection

I can't seem to get it into gear, forward or reverse. I am trying it whilst on a stand, not running.I should be able to jiggle it into gear giving the prop a gentle poke . It ha been stood for a year. A friend suggested that a pin in the mechanism in the upper part of the engine could have corroded and/or collapsed or seized. I cant find the pin . Apparently it is one of those sprung pins with the length ways slot running the length of the pin. Any thoughts would be very much appreciated.

Find the wee oval plate on the side of the exhaust housing.----Remove it and see if the lower shift rod is hooked up and moving.
 
Are you giving the prop a "gentle poke" or are you spinning it? It or the engine must be ROTATING to slip it into gear.
 
It helps if you are specific and clear.----Post #2 asks if the LOWER shift rod is moving.------What is your answer ?
