"Alright. After the entire day of reading manuals and looking on the internet, I think I've narrowed the problem down to the Timer Base Assembly, depending on what you guys say to this question and pic.

The Green arrow is the spark advance stop for maximum spark advance at WOT.
The Blue is a tube that slides on a rod with a spring in it that supplies spring pressure for the system to return to idle. Does it do anything else?
The Red is part of the Timer Base assembly. Do to the fact it has a stop... Shouldn't that part move??? It does not and therefor i think this is the part that broke my cable and is keeping the whole system at about half throttle.

What do you guys think? Should it move or not?
If it does, can it get stuck so bad that i can't move it manually? and what would cause this?"

Make it 'simple'.
Disconnect the link that is attached to the timer base. You should then be able to move the timer base between stops. If not -timer base is stuck. Off fly wheel and find the reason.
