1994 evinrude 200 ocean pro timing appears to be miles off. i put a timing light on it in gear at idle all the way to wot in the water. the timing appears to be massively advanced. if the tdc mark is 6pm on the flywheel then all the timing marks are clustered around 8pm on the flywheel.
do i maybe have the wrong cylinder? looking at the heads from the back of motor i am timing off #1 using this pattern.

two full turns of the idle timing adjustment screw did not alter the idle (550 rpm) so i returned it to where it was
the engine and boat is new to me
-it has good consistent compression 4 at 110, one at 105 and one at 115
-when i got it, it would not exceed 4500 rpm. i just cleaned and rebuilt carbs, found a loose main jet in the process, and now it makes 5400 rpm. this is at the bottom of what people report as wot for this boat/hull/prop (grady 22 tournament with original 15x17 ss omc prop)
-but acceleration is slow especially over 4500 rpm and it stalls out at idle.
