Evinrude 20 surging

Hey all, I picked up a running Evinrude 20 for free (late 90s I'm guessing, no Identifying plates on it).

So sometimes it surges over about quarter or third throttle, fixes itself temporarily after adjusting the carby slightly and letting sit off for a few minutes. But the issue comes back after a while of running.

Was thinking carby issue but I've cleaned it right out and nothing seems broken, so thinking something timing related.

Located in Morton Bay Queensland Australia, I know all too well some of these carbureted engines are really sensitive (used to own a triumph 2500 with SU carbs)

Hook the throttle up so it works correctly. You have no timing advance working it like that. Also sounds like it is running on one cylinder.
 
Why are you not using the throttle handle ??
The throttle handle isn't working, I've been using the throttle control lever underneath the engine block which works the same as using the throttle on the handle, I just was just adjusting the throttle on the carby for demonstration purposes. Has the same issue regardless.
 
The ignition plate under the flywheel MUST rotate ( advance timing ) as throttle plate opens.-----Fix the throttle cable and handle BEFORE any more guess work.
