Evinrude 1996 112 hp doesn't start

I have a 1996 112hp evinrude outboard that doesn't start. New spark plugs, rebuilt fuel pump, get spark on 3 of 4 spark plugs, compression is 100-110. Any ideas?

Pushing the key in AND holding it in while cranking it over ?

Yes we do that. That is the choke.

Not really a " choke "----It is an electric valve.-----It opens and sprays fuel directly into the intake air.----So is it working as designed ?
