Evinrude 1995 40hp running bad on full trottle

Hi guys. I hope someone can help me with a problem. Evinrude 1995 40 hp NO VRO. The problem is. the engine runs wherry fine on idle no issue at all but when I start to give it some rpm it runs bad, and it`s smoke a lot. I have no clean or full rpm. When I give it some throttle (rpm) the carborettor`s spit`s and the fuel are a little creamed, like milk in the mouth. The engine are on a stand in my garage and it also have bean raining some day`s now. I don`t know much about this outboard, I bought it without a gear house so I did not hear it run. But the last owner told me that this engine was good. I think this engine had a VRO pump and the owner changed it to a regular, 3 hose pump.

This is what I have done so far.

1: blocked the hose to the pulse limiter and changed the 3 hose pump to a 50 hp 2 hose pump ( I was told to do so)

2: Cleaned the carbs and checked the floaters and made sure they was on a line with the carb lip. They are about 4 mm from the lip and up to the lowest edge on the floater. The needle and the needle seat are ok. The mixture screws are about 2 1/2 turn out from the bottom. Checked also the gasket on top of the carburettor.

3: checked the primer solenoid and it`s clicking when I push in the key.

4: checked the spark and the spark plug and they are ok.

5: filled up new fuel with oil. 50:1.

6: The compression are 10 and the sparks have about 9mm gap.

Note: When I started the engine to day I had to use the primer with key. I let it run for an half hour or so and stopped it. Waited about two hours or so and started it again. this time also with primer with key. The outboard use a barrel for water.
