Evinrude 1991 175hp V6 Hard to Shift control handle

The engine runs good and well maintained, but the Remote Control box seems a bit old and it is hard to shift (forward/reverse) too much struggle.

I'm a newbie, Should I buy a new universal top mount controller and replace it for about $130 (single handle) or is there any maintenance routine or adjustment? or the issue is not the control handle, but the actual engine transmission shifter?

Please comment and provide tips.

Check oil in lower unit-------Disconnect cables at the motor and see how throttle and shift operate.------Then see how motor linkages operate.---------------------------Some one must turn the propeller when shifting !!!-------------------If a saltwater motor then corrosion may jam things up.-------Provide that information.
 
I recently change the gearbox oil and there was not water on the old oil, it was a yellowish-greenish color, but the new gearbox oil was green.

The boat is mainly operated on saltwater.
 
There is a very good chance the corrosion has jammed the bushings on the shift mechanisms.------when oxygen from the air joins the aluminum to form the white powder aluminum oxide ( you now have more material there )it jams up the plastic bushings on the motor.--------------------How does the control box itself work ????-----------and how do the linkages on the motor work , or have you not checked this yet ????????
 
I haven't check the linkage of the cables, so what you are suggesting is to manually check the linkage on the motor and not to control box itself. So I might not need a new control box? Are there any how-to for doing that or should I just purchase the Repair Manual for my motor?

Temporarily disconnect the control cables from the engine. Now, operate the control box throttle and shift lever(s). If the controls now function normally, then obviously the control box is okay.
