Evinrude 15hp has no power under load

Hi,
I'm new to outboard repair so some of the terms used may be a bit obscure. The motor is old Modle No E15RLCNC

The motor starts and idles fine, however it has very little power through the throttle range and will splutter and stall if not backed off. It will run reasonably well at about 1/3 throttle. It's on a 12' aluminium boat so the power should be sufficient.

Try pumping the primer bulb when this condition exists to check for fuel delivery isssues.

Tried all the fuel lines last time out, there is good pressure in the primer bulb. The motor is electric start so I've had the fuel line off the carby while cranking and it gets lots of fuel.

what pumping the ball dose is checks the fuel pump, by overriding the pump... ie... if the motor ran right while pumping the ball it would indicate you needed a new fuel pump. if you have good spark all around then the next thing you need to do is clean the carbs....
