Evinrude 15954e fueling issues

Good day/evening to all, I recently inherited a Lowe lunker3 from my granddad. I am a young man and I’m stumped by this issue. I have opened up the old omc Johnson fuel tank. And the pick up screen is free flowing. The fuel hose and bulb are all brand spanking new, as I purchased them today. The motor will run on fuel but doesn’t seem to be pulling anything out of the line, it just drains the bowl then dies. Thanks in advance all.

Time to look at / rebuild the little fuel pump.-----Perhaps it was taken apart and assembled with parts in the wrong place.-----Or there is no crankcase PRESSURE pulse to operate the pump.----Post the actual results of a cylinder compression test.----That may offer some clue.
