Evinrude 140 runs bad

Hi,
Quick question. I have an Evinrude 140, 1987. E140TXCUA.
Engine will not turn more than 4400 rpm. Idles good. After 2500 or so it acts like its dropping 1 or 2 cylinders, sharp like on/off switch. Many new ign parts. No change. Long story short, compression is 118psi on three cylinders and 90 on one cylinder.
Could the cylinder with low compression cause this type of problem?

One cylinder low like that means you need to remove the cylinder head.-------Could be a blown head gasket / piston and rings problem or a crankshaft seal problems too.

Thought the same thing. Pulled head, walls clean, piston clean, head gasket was good. replaced gasket, test drove, no change.
