Evenrude 48 hp choke and fuel problems

How is it going, this is my first time posting here and was hoping that I can get a little help with my recent purchase of a pontoon with a 1995 48 hp Evenrude it ran great until I went to fix the gas gauge that was not working. Since then these are the problems I am having.

1st problem I am having is while running at any speed I have to push in the (key)choke just so it will run faster and better, this fixes’ the problem but only for a short time.

2nd. problem is sometimes when I idle down it will cut off and can be hard to start or keep running no matter what I do with the choke. New to this 2 cycle thing and not sure how new/old the gas was when I bought this boat. I did pull the plugs and they where a little black but not to bad.

"mr collins----your gas gauge fix,..and your trbl's.......i cant see how they r related...it sounds like,...u need to clean/rebuild the carbs...pushing the choke,temp enrichens the eng,..making up,for clogged carbs.....however,....u need to do a full eng evaluation,first,..and always....spark,compression,..fuel.."

"Thanks for the reply, will do on the evalation and carbs....I did find water in the fuel after I posted the question above but it still wont hurt to clean/rebuild the carb. please let me know if I should do anything more considering the water issue."

"drain all the fuel out of the tank----then treat w/a water absorbing fuel additive (the minor fuel u cant get out)....refill--and bleed all hoses to the engine,and on the engine,while u r rebuilding your carbs.."
