Engine won't turn off

I have a 1983 25hp Evinrude that won't shut off once I turn the key off. I replace the ignition switch and the powerpack. Any ideas on why this thing isn't shutting off? Thanks
 
While the engine is running short the black yellow wire to the PP to ground and the engine should stop. If so you need to find why the kill circuit is not working. On the two M terminals on the ignition switch one goes to engine ground and the other goes to the black yellow wire. This diagram shows the kill circuit good. Do not short the kill wire to battery posative or you will need another power pack.

Thank you for the quick response. I checked the PP ground to the black & yellow wire on the remote control. There's a good connection there. I also replaced the PP and the ignition switch last year thinking that was the issue but it still persists (the switch does bridge the M-M connection when the key is in the off position). The killswitch doesn't work (which makes sense since it's on the same circuit as the ignition) but the neutral safety switch will disable the engine from turning over.
