Engine wont start replaced celenoid but still nothing

I have been trying to help my father get his boat up and running and have hit a wall. We replaced the celenoid and that did not help. The battery has a full charge. We have tested to make sure there is power going to and from the celenoid. Also power is going to and from the switch. When you turn the key it just clicks gently. I noticed very tiny movement in the spinwheel. No apparent other noises. I double checked to make sure all connections were tight. The path from Battery to engine is Battery --> Throttle/Switch --> Engine.
All connections appear clean and tight. And again there is power going to and from everything from what I can see. Anyone have any ideas on what might be the issue? My thoughts are it might be the starter. My dad thinks it might be a bad ground to the ignition. How can I test these two possiblities and if you think there is another possiblity how do i test for it?

"Try this. Disconnect the bat

"Try this. Disconnect the battery. Disconnect the lead to the starter. Connect a good, heavy duty set of jumper cables (or one of those emergency power-packs, for that matter) directly to the starter. Connect the ground lead last, going directly to the starter motor mounting bolt. If the starter still doesn't perform, it is probably bad. If you take the starter to your local auto parts store, most will test it for free."
