Engine wonbt reach top speed

"I have twin 1987 Volvo Penta

"I have twin 1987 Volvo Penta 225's (with carbs) with only 500 hrs on them. Starting is OK. After running for about an hour at 3200 RPM, just the starboard engine won't hold. RPMs drop to about
2300 to 2500 rpm. Coaxing the throttle results in choking the engine more and the smell of gas.
Any guesses?"
