Engine "winds" back down on on high throttle

Hello, I have 95 force 40hp. When in low throttle on the pontoon, everything is ok. When accelerating, engine seems to be picking up power and we go faster. Then all of a sudden we get to a point where we will hit high power, and there is almost a winding sound in engine, then I might hear a small pop (maybe) and then almost like engine resets itself to a lower power level.

I have new plugs and ignition coils installed.

Any ideas why the loss in power at higher throttle and what to do?
