Engine will start, but stall when you try to idle

I have a Mercruiser 1996 7.4L Bravo 2. I replaced fuel pump and the seawater pump that drives it, all the fuel lines from tank to carburator, new spark plugs, new fuel/water seperator filter, pumped out the gas tank and replaced it with fresh fuel, and lastly cleaned out the clogged jets in the carburator. The jets were plugged, that was the main problem. I was able to start it a few days ago and have been able to start it with just 5 pumps on the throttle every day since. It will run steady if I keep the rpm's between 1000-1500, but if I try to throttle down to let it idle, it starts to cut out and shuts down. I can throttle up and rev it to bring the rpms up and it will keep running, but it won't idle at lower rpm's. Once it shuts down, I have to start it at full throttle, like its flooded.
