Engine will not idle up

1987 Evinrude 140 E140txcua.
Need to turn idle up a little. Loosened jam nut and turned screw out as per Evinrude service manual. Could see timer base move forward but idle stayed the same. Could the timer base be bad?
 
If the engine is running and the timer base is moving then the ignition is advancing.-------The question is ---do you have spark on all 4 cylinders that fires accross a 7/16 air gap ?---------You should do that test.--Are plug wires hooked up correctly?-----Is orange / blue going to the top coil on both sides ?
 
I do not believe the timer base is at fault !------Have you adjusted the idle speed stop screw ?--That would be item 71 in the parts catalogue.Does idle speed go up when you operate the warm-up lever on the control ?

When you where making your adjustment , what happened ??-------Looking from the top of the motor down , which way did the timer base turn?----Clockwise or counterclockwise.
