Engine smokes then dies on idle

I have a 1994, 150hp, V-6 Evinrude Intruder. The motor was recently rebuilt from top to bottom. This motor does have a new VRO pump, but to me I have my suspicions that the pump is not working right. When I start the motor, it runs very rough, and smokes tremendously. When I take it off the cold start lever, the idle goes real low until the engine dies. I'm not a mechanic, but the symptoms is acting like the VRO pump is feeding too much oil, or the gas ratio to oil is just not right. Any suggestions?
 
I have to push my key in to choke, Im sure it has one. I will check the red lever, but the oil primer is hard as a rock, while the gas primer bulb will not get firm or hard. Before I take this engine to a mechanic to look at, I wanted to see if it was something I could do to remedy the situation. Its my understanding though, a lot of VRO pumps do this, just don't expect it from a new one.
 
Have another question? If my ignition switch with the push to choke is not working properly, (because my switch hangs a lot when trying to start the engine) is it possible that the push in choke might be acting up to?
 
The fuel bulb must go hard when starting up the motor.---------Remove cover in front of carburetors and see if fuel spills out when you operate the bulb.-------If you suspect a problem with the push in function of the key then do the following.--------Disconnect wire on the primer.----Operate primer with the red lever ( As per the manual ) and start motor.----See if it runs better now.
