Engine not getting fuel to start

I have a 1996 Mercruiser 7.4L Bravo 2.  It ran great in November after replacing the fuel pump, fuel line from filter to carburator, and put in new spark plugs, sat for about a month but haven't been able to start it since. It wants to start, will run great for thirty seconds if you put a little gas in the carburator or on fumes from starter fluid, but once thats gone it stops. Its like it is starved for fuel.  Replaced the fuel/water seperator filter, filled it with gas when I screwed it back on. Thought maybe there is an additional filter somewhere in fuel system that I am not familiar with that may be clogged. I feel like its a simple "stupid" fix that will resolve the issue, but I need a list of possibilites to try before I tear this carburator apart and clean it.
 
The fuel pump and seawater pump are one unit that run off the same belt pulley That gives me a place to start.

Yes. If the Pump Driver is rusted and worn out from years of not being serviced and having a leaking water pump seal, it will not move the fuel pump... If you pull the fuel line off the carb, attach a clear plastic hose to it, put the other end in a gas can and crank over the engine, you should get fuel... A good amount of fuel, not a trickle.
 
I have a Mercruiser 1996 7.4L Bravo 2. I replaced fuel pump and the seawater pump that drives it, all the fuel lines from tank to carburator, new spark plugs, new fuel/water seperator filter, pumped out the gas tank and replaced it with fresh fuel, and lastly cleaned out the clogged jets in the carburator. The jets were plugged, that was the main problem. I was able to start it a few days ago and have been able to start it with just 5 pumps on the throttle every day since. It will run steady if I keep the rpm's between 1000-1500, but if I try to throttle down to let it idle, it starts to cut out and shuts down. I can throttle up and rev it to bring the rpms up and it will keep running, but it won't idle at lower rpm's. Once it shuts down, I have start it at full throttle, like its flooded.
