Engine no Start

I have a 2004 Yamaha SX200TXRC 2-stroke outboard and recently attempted to start the engine but failed. I have 2 brand new batteries and when attempting to start the only thing that happened was the starter moved up and engaged the fly-wheel but would not turn. Would this be a starter problem and if so is there a way to bench check the starter?
 
see if you have a voltage drop between the positive post on the battery and the post on the starter...a voltage drop will only show when you are pulling current so the readings have to be taken when you are trying to get it to turn over..
 
Check your power cables and any switches first. These are the more common problem areas.

This. Always check the easy stuff first. I cannot tell you how many times a customer brought a boat to us because it wouldn't crank, and all I had to do was tighten the battery connections. Check the connections on the engine side too. If they look good, it's time to eyeball that starter motor.
