Engine loading up

I have a 1984 Johnson 60 hp, runs great when throttled up but when Ideling, it loads up and wants to die, I have to keep the handle on the control up when not in gear to get it to keep running, when i put the handle down to go into gear it wants to die, What could be the problem,
 
First step is a compression test.----------Report the results.---------------Is thermostat working , warming up the motor when idling.
 
When were the carbs last serviced? Basically it sounds as if the low speed jet and circuit are clogged or dirty. The carbs are simple to take apart and clean so, it is worth it. The low speed side has smaller jets and openings then the high speed and that clogs first. It will probably improve your starting and idle.

I would recommend that you spend the money and get the carb kit. They are sold here on Marineengine.com
 
It has been a while, was told that might be the problem just wanted to see if there was confirmation or any additional info on it, thanks will probably get the kits and redo the carbs.
