Engine hard starting because of flooding

2004 Johnson fuel injected 60hp four stroke once started runs excellent all speeds and idle. There or no unusual noises at any speed . But starting cold seems to be getting worse. Motor has 50 hrs . Bought boat fall 2023 at first no problems by mid summer of 2024 got very bad to the point of putting in plugs just to dry out. Any ideas out there . Was thinking coil packs .but that doesn't.fit for running as good when I finally get it going
 
If there was a fuel pressure issue wouldn't that show up at top speed this boat seriously runs great at idle though top speed but I'll try that also when it does start a it's usually with the throttle in neutral forward to 3/4 the engine will run high to low like your going up and down with a volume control but once you idle it back to low it runs great could there be a issue with the coils
 
I'm thinking fuel injected but could be your motor is a carb

If fuel injected it could be fuel is not building up, hence why I asked

If it's carb, then is the choke closing

Right not I'm looking at fuel because that's just where I started with limited info
