"I have a 1938 elto 4252 1.1 h

"I have a 1938 elto 4252 1.1 hp.
It has spark, (new plug), is getting fuel (carb is clean and appears to be working), new gas (50:1) and has compression (I can hear the valves? working, and when I put my thumb over the spark plug hole and turn, it pushes my thumb off).
I am trying to start by connecting a power drill, so there is lots of turning.
It is not even trying to start, so I'm guessing its something to do with timing.
Any suggestions on how a novice can attempt this, or where to start?

Will the " spark " jum

Will the " spark " jump a gap of 1/4" or only 0.030" with the plug laying on the block?? There is a difference!
