Electric starter fuse location?

Had a question about the whereabouts of a SFE-20 fuse on my outboard. Just some context here: I'd purchased the boat from a family member who'd come into it. Point being is I'm not sure the prior history of the engine, or the modifications that went into it beyond what I can discern. For reference it's an '06 25hp EFI

I did some searching around the engine and located the starter and solenoid. One thing that'd left me a little confused was the location of the SFE-20 fuse for the starter. Should be #31 in this pic. Had read in the manual that if that fuse was blown the starter wouldn't operate.


Only issue is that I cannot locate this fuse.

. As far as I can tell, there should be a yellow fuse holder/box sitting where I'm pointing to in that first pic. Any insight into this?
 
Most engines use the ⅜" input stud (output stud is the wire to the starter) on the starting relay (solenoid) as a 12v power distribution point. The battery + (Red wire) usually connects there. There will also be several red smaller gauge wires attached for distributing power. One of those red wires will have the fuse and probably within 2-5" of the terminal. Case is usually a black rubber, rectangular looking from the top with a cap that can be pried off. Inside is a plastic cased 2 prong 20 A fuse....forget the type number.

You may not have the regulator but electric start engines usually have a mechanism to recharge the battery that it used for the electric start function. On low amperage (9A), black stator, small engines the regulator part may be missing meaning that the voltage can peak to 16v when the battery is full and you are at WOT. The red stator 16 amp surely is regulated to 14.5v max, full battery, WOT.
