Electric problem

Can you help, I have a 1991 with electric start 15hp evinrude, it will not turn over via key, bypass solenoid and it starts 1st time. I have fitted new solenoid will not turn over, fitted new ignition switch still won't turn over, checked wiring for breaks in cables, anyone else had this problem?

Checked safety switch in control box ?

Tried your idea, still the same , all positive connections read 12.9 volts all earth connections are good it has me at a loss.

Checked the fuse ?-----Use a jumper wire directly from ignition switch to the solenoid.-----That should indicate where the issue might be.

fuse ok, tried jumper wire from switch previously wouldn't operate solenoid, assumed switch was problem. purchased and fitted new switch,
solenoid still won't operate.
