Earthing / Shorting Question

Hi

i have a1986 Johnson 70hp

Two questions

1. Does the mechanical fuel pump (vro replacement) need to be earthed? If mounted to a bracket connected to the motor mount, it doesn't correct? Even if it's touching another part of the block?

2. Would turning the motor off in gear/ attempting to restart the motor in gear blow the main fuse?

The PRESSURE operated pump does not need a ground.------There is a switch that prevents cranking when control box lever is in gear.----Nothing to do with a fuse!!

Thanks. Good to eliminate my fuel pump mounting hack job.

Neutral wasn't fully engaged when I tried to start, is there a possibility that switch therefore wasn't engaged and starter tried to draw too much current to crank engine and blew fuse?
 
The fuse has nothing to do with the starter drawing too much current.----The fuse is part of the circuit that energizes the solenoid.-----I have said it many times---" 12 volts and wires are not well understood"----And smoke / mistakes can be expensive.

Here's the past events that led to the fuse blowing

-started motor in driveway multiple times, fuse didn't blow
-tested boat at lake, boat started fine, fuse didn't blow
-turned boat off, then went to turn back on again and fuse blew

Where do you recommend starting the diagnosis, based on the above? I know correlation does not equal causation, but the only thing different when the fuse blew from all the other times I started the boat, was that neutral wasn't fully engaged.
