"9.9hp not getting fuel. I squeeze primmer bulb lots and i hear air exiting by the carb, after the fuel filter. no fuel getting into fuel filter. Primer bulb does not pressure up. Is this a problem with the primer hose/bulb or tank? Or is it in the carb area?"

"Definitely sounds like a hose/bulb/tank issue. Seems like no fuel is getting into the hose at all from the tank. The primer bulb usually doesn't get literally hard even when it's working properly, but you should feel that it's pumping some liquid somewhere when you squeeze it.

Could the pickup in the tank be loose, or somehow dislocated so it's above the fuel level? Or maybe the fuel hose is clogged at the tank end? Have you double-checked that the bulb is installed the right way around, with the arrow pointed towards the engine?"
