E2RCOC 1985 Evy 2HP how to remove covercowling

New to the forum. I have come into possession of an 1985 Evy 2HP Model E2RCOC - I want to get it up & running & need to know how to remove cover/cowling? It appears to need some kind of special tool? Or is it a big Phillips head screw that's gotten stripped on my engine?

2 screws #3 hold the starter housing #1 on. Two more screws #15 hold #2 on.

If you undo the screw on the top the recoil starter falls to bits and the spring escapes like a caged tiger."

YIKES! Glad I didn't manage to get it loose! I'm assuming I need to get the top off to work on the carburetor ...

Thanks for the info!

Any other "tips" for bringing an old engine back to life that hasn't been run in 10+ years?
