E15ecnc Frozen Trottle

I have a Evenrude outboard and can only run at idle speed. The gear shaft assembly is free and the gear controller shaft on the inside wont rotate the vertical control shaft. Is there anything i need to do that might be looking the shaft from turning or is it seized.

It has to be in gear to get full throttle.

I realize that everything is moving but the horizontal gear that moves the vertical gear.
