dt200 overheating at idle

i have replaced thermostats impeller water tube bushings and at idle speed within minutes warning buzzer sounds and water is steaming once in gear and doing about 2500 rpm and above no worries, please help
 
This is the efi 2.7 litre thermostats were fine,changed them anyway,my outboard is a 2000 counter rotation model,looking for poppet valve came across on the starboard cylinder head just beneath the hose and on the block not cylinder head itself a aluiminium cover with three bolts,lying just above is the smaller hose that hooks up to the peeing tube. Opened it up striped one of the bolts,inside is a gasket that covers two holes one oval and one round the oval one had a waxy salt like build up the round hole was covered by the gasket, the oval hole look like it was covered by the gasket to.anyhow made a gasket that covered the two holes slapped it on and tightened the two remaining bolts ,started the engine up and observed pee stream seams to be significantly better but gasket leaking so did not leave on long enough.QUESTIONS 1.DOES MY ENGINE HAVE A POPPET VALVE. ON THE MICROFICHE IT IS LOCATED IN THE CYLINDER HEAD.2. WHAT DID I OPEN? 3.DO YOU KNOW WHERE THE COWLING COVER SITS ON, CAN THIS BE REMOVED WITHOUT REMOVING THE ENTIRE ENGINE I HAVE TO DRILL AND TAP
